A Memorandum for Agreement (MOA) for the establishment of Joint Alternative Mode (JAM) for Neglected Children of Naga City was signed by Mayor John G. Bongat and Schools Division Superintendent (SDS) William Gando, CESO VI, last August 16, 2018. The project is an initiative of the Local Government Unit of Naga, City Social Welfare and Development and DepEd Naga – CID.
This program will cater to street children, children in conflict with the law, abandoned and the like.
The important provisions of the agreement, which was drafted by DepEd Naga through its Alternative Delivery Mode Coordinator Jarme D. Taumatorgo, were as follows :
The 1st Party, which is the City Government of Naga, shall provide the living facilities; insure provisions for learning material and facilities including playground; provide funds for locally funded teacher; if regular teacher is not available and abide by the established policies, rules and regulations of the Department of Education.
The 2nd Party, the City Social Welfare and Development, shall bring street children, children in conflict with the law, abandoned and and the like to the learning facility; manage and provide temporary home care/custody and security for learner; assist the 3rd party in the discipline of children; and help 3rd and 4th party in coordinating with parents if applicable and necessary.
The 3rd Party, Deped Naga City, shall assist the 1st and 2nd party in establishing and maintaining a special learning delivery mode for street children; hire and assign teachers both regular and locally funded; monitor teaching and learning process and provide Technical Assistance including but not limited to training-workshop, seminars, group studies, mentoring and coaching for the teachers.
Lastly, the 4th Party, Pacol Elementary School shall have a direct administrative supervision on the learning center and ensure effective learning delivery through constant coordination with the 1st Party through the City School Board and office of the City Mayor, to 2nd the Party, the CSWD through the head of office and 3rd Party through the ADM Division Coordinator/SDS.
Present during the finalization and signing were Mr. Hernani Suron of the Naga City School Board, Annabel Vargas of City Social Welfare and Development, Assistant Schools Division Superintendent Mariano De Guzman, Curriculum Implementation Division Chief Lynn Zuniga-Padillo and Education Program Supervisor Jarme D. Taumatorgo.
